How big a security deposit can a landlord require from a residential tenant in San Francisco or Oakland?

For most residential tenancies, a landlord can collect a security deposit that’s no larger than two times the monthly rent. If the unit is furnished, the landlord can collect a security deposit that’s up to three times the monthly rent. There are some limited exceptions to that, for example, if the tenant is running a family daycare business out of the rental unit, but otherwise the landlord is going to be subject to those restrictions. Also, some local rent control ordinances will further restrict the amount of security deposit that a landlord can collect.
